MOTION FOR WAIVER OF SERVICE

Appellant formally charges David Negus (who is from MICHIGAN) at 1713 Spring Street, Jeffersonville, Indiana 47130 with Title 18 of the US Code, Sections 241, 242, 247, 1117, 2236, and 373. Here is the background info on these allegations: For starters, "name deleted" moved in here (Alben Motel) the same day I did approximately 6 months ago. That in itself raises flags to me. I complained to this Court that "name deleted" had my room/studio apartment under electronic surveillance, but I was not sure as to the exact method - I just knew it was being done and it was coming out of his apartment. Not too long after I complained to this Court, an unidentified individual showed me the secret transmitter he just pulled out of the heat/AC duct which connects Appellant's and his room. This gave him the ability to listen in on everything that went on in this room and react accordingly: He was using said technology to recreate the prison environment for Appellant. Therefore, "name deleted" is an undercover Counter Intelligence Agent. Specifically, (name deleted) signals to Charles Dickson (who is from MICHIGAN) whenever Appellant leaves Alben Motel so Charles may follow Appellant around to "recreate the prison environment." Several months ago Appellant went into downtown Jeffersonville to apply and seek info for a Mortgage. There were only two mortgage companies listed in the Jeffersonville phone book, the first of which had a permanent "out to lunch" sign in it and the second of which was under video surveillance, parking lot and all. As I drove over there and down Spring Street, Charles Dickson walked right out in front of me. At the conclusion of the meeting with the mortgage counseler, an attempt was made on my life in the form of an auto accident Appellant narrowly avoided. Had they been successful, I'd probably be dead. About a month later a buddy of mine, "Marcos," invites me over to show me his new computer. As I drive over there, past a golf course, there was at least one person pointing their gulf club at me like a shotgun, following my movement, as if he intended to shoot me as I drove by. A few days later there was an episode of CSI: Miami showing a person pointing a golf club in THE EXACT SAME MANNER as was used against me: like a shot-gun. The next time I visit my buddy, I take an alternate route down Poplar Level road, when guess who: Charles Dickson just happens to be walking down Poplar level road at the same time as I'm driving down it. About a week ago when Appellant left his dwelling to put some gas in his car, he went to his usual place, and as he filled his tank, low and behold: Charles Dickson emerges from behind a pickup truck that was putting air in its tires and drives off. He's telling me that if I place his name on the internet, he's going to come up behind me and kill me at his leisure, which is the exact same message Appellant received from his former co-worker "Danny," who is also an undercover Counter Intelligence Agent. As I pick up my impounded vehicle from Westport Road (Tony's Wrecker Service) after spending the night in jail because I couldn't find my proof of insurance card (Appellant has been paying $125.00 a month to Wachovia Dealer Services for full auto coverage since April of 2007) a few weeks ago, why low and behold, its Charles Dickson walking down Westport Road at the very same time I'm picking up my car! I'm sure it's just a coincidence! Just like me taking a nap this afternoon and turning out all the lights only to have (name deleted) come home and bang on the ceiling directly below my apartment (the mail room) twice and wake me because he's checking to see whether or not I'm still here. I remained quite and could sense that he was very upset, panicked, and left. "name deleted" is signalling to Charles, both on behalf of the CIA, every time I leave this dwelling so that Charles may "recreate" the prison environment for Appellant, who by the way, is an honorably discharged soldier and former veteran of foreign wars member that has not been convicted of committing ANY crime in ANY Court of law, EVER (except for minor traffic violations). Can Charles say the same?
